When politicians discover a lever marked 'cap prices', they are frequently tempted to pull it and send the bill quietly elsewhere. The revenue lost to touts does not disappear with a stroke of the pen, it reappears as higher booking fees, dynamic pricing experiments or simply fewer risky tours. I would rather see a thorough inquiry into primary ticketing practices, taxation of windfall profits in the most egregious cases, and only then a carefully calibrated ceiling on resale. Otherwise we risk congratulating ourselves on a reform that leaves fans no better off and the public finances slightly more tangled.
