I can see the good intention, I can hear the quiet cheer from parents who would like the Online Safety Act to mean something in practice. I can also see the beginnings of an Ankh Morpork style guild of data harvesters, busily working out how to turn a million quick glances at a camera into tomorrow's advertising gold.
